Procurement Act 2023
Public Procurement Law is undergoing significant reforms aimed at improving transparency in procurement processes. The new Procurement Act 2023 came into effect on 24 February 2025, bringing changes to how Notting Hill Genesis procures goods, services and works.
If your business supplies or intends to supply goods, works, or services to Notting Hill Genesis, it's important to understand these changes.
Update
From 1 April 2026, it will become a legal requirement for all suppliers with a new contract worth more than £30,000 (including VAT) to register on the Find a Tender service. Once registered, suppliers must provide NHG with their Public Procurement Organisation Number (PPON). Guidelines for supplier registration are available on the Find a Tender service. Registration is straightforward and takes only a few minutes to complete: www.gov.uk/find-tender
Key Benefits of the new Procurement Act
- Inclusivity for All Suppliers: The Act will benefit suppliers of all sizes, especially start-ups, scale-ups, and small businesses.
- Greater transparency – a central digital platform: A new platform will allow suppliers to register and store their details for multiple bids and view all opportunities in one place.
- Simplified Bidding Processes: The bidding process can be streamlined, making it easier to bid, negotiate, and collaborate with Notting Hill Genesis.

Suppliers
Selecting the suppliers that Notting Hill Genesis work with is something we take seriously as it ensures we deliver only high-quality goods and services to our residents, staff and customers.
As a registered provider of social housing, in our tendering process, we are currently required to comply with the Procurement Act 2023.
Where we look to procure any goods, services or works contracts that exceed the monetary thresholds of these rules, contracting opportunities are advertised in the Find a Tender service. These contract opportunities can be found on Find a Tender (find-tender.service.gov.uk).

Notting Hill Genesis currently run tender exercises through the Delta e-Sourcing platform - any open opportunities which are posted through Find a Tender will be available to access on this platform.
We work in partnership with several other housing and public sector organisations to reduce costs and ensure high quality.
Suppliers can view vacancies, tendering opportunities and a wide range of other useful information at Procurement for Housing (PfH) and the Crown Commercial Service (CCS).
To ensure value for money, the financial regulations of Notting Hill Genesis specifies that the following steps should be taken when entering into contracts with suppliers:
- Works contracts above £173,100 and up to and including £4,327,500 (excluding VAT)
A formal tender process, inviting a minimum of three suppliers. - Works contracts above £4,327,500 (excluding VAT)
Mandatory compliance with Procurement Act 2023. - Goods, services or works contracts up to and including £173,100 (excluding VAT)
An informal quotation process, inviting as many suitable suppliers as possible. - Goods and services contracts above £173,100 (excluding VAT)
A formal tender process, inviting a minimum of three suppliers. Mandatory compliance with Procurement Act 2023.
Responsible procurement commitments
We have codified our responsible procurement commitments into a Responsible Procurement Charter. Suppliers can now familiarise themselves with how we will work together to drive responsible procurement outcomes, collaborate and drive new ways of working with shared benefit and ensure our priorities and values are understood.
